Richard Fernandez | Principal

Richard Fernandez is a Licensed Professional Engineer (PE in CA, WA, and AZ) with a passion for solving complex water and environmental problems using sustainable and resilient solutions. Certified as a Project Management Professional (PMP), Designated Design-Build Professional (DBIA), Envision Sustainability Professional (ENV SP), and Envision Trainer with experience in project and design management, Richard has played a lead role in delivering large complex multidisciplinary projects in water, stormwater, and wastewater infrastructure.

With Bachelor and Master of Science degrees in Civil Engineering from San Diego State University, Richard offers a blend of technical and management skills for use in all project phases, including planning, design, and construction. He enjoys focusing energy on identifying project value, developing collaborative project teams, and considering social benefits and impacts of infrastructure.

Additional previous experience includes civil design, government contracting, design-build, field inspections/evaluations, CAD drafting, GIS analysis and implementation, cost estimating, and utility system engineering analysis.

Lupe Fierro | Business Coordinator

Lupe Fierro possesses extensive experience in business administration and operations. Previously serving as a department director, administrative manager, and English teacher in her career, she has over 30 years working in state public health and education. Her experience includes local, state and federal programs, establishing and implementing policies and practices, writing and submitting RFPs, contracting, and oversight of all stages of program and project implementation, monitoring, and control. She has a Bachelor of Science in Business Administration and a Master of Arts in Education.

As Aquario Engineering’s Business Coordinator, she is committed to internal operations and the growth of the company. Her administrative skills position the company for success through precise, detailed record-keeping, ongoing monitoring, and reporting on behalf of all clients.

Jesy Fortino | Environmental Engineer

Jesy Fortino is an Environmental Engineer at Aquario, where she combines her technical expertise and commitment to sustainability to support meaningful infrastructure projects. With a Bachelor’s degree in Civil and Environmental Engineering from the University of Washington and certification as an Envision Sustainable Professional (ENV SP), Jesy excels at delivering innovative solutions that integrate sustainability, race and social justice, and regulatory permitting.

In her role, Jesy provides comprehensive technical reviews of project documents, offers expert insights on data analysis, and facilitates coordination on complex project issues. Her analytical skills and collaborative mindset ensure that project teams navigate challenges effectively while staying aligned with environmental and social goals.

Beyond her engineering accomplishments, Jesy is also a talented musician known for her solo project Tiny Vipers, where she explores creativity through evocative and introspective compositions. This artistic perspective enhances her ability to think outside the box and approach engineering challenges with innovative solutions.

Jesy’s dedication to sustainability, equity, and technical excellence makes her an invaluable member of the Aquario team, helping to shape projects that positively impact communities and the environment.
